His mental powers keep Hal from using his ring.
Robbins is playing the disapproving father of Hector’s, Senator Hammond, he’s probably one of those dads that are hard to please.. you can’t seem to make him be proud of you no matter what you do.
Robbins’ previous comic book adaptation was the 1986 flop Howard The Duck.
I remember at one point a couple of years ago he was rumored to play Stark’s father in IRON MAN 2 but that didn’t turn out to be the case.
